The Greek allies make Athens their leader against Persia. Each city owes ships or money, and the common treasury is kept on the island of Delos.

The tribute was first fixed at four hundred and sixty talents. The common treasury was at Delos, and the congresses were held in the temple.

Why it matters

By the mid-400s BCE the alliance had become what is called the Athenian Empire, and by 431 BCE the threat it posed to Sparta, with Athens' heavy-handed rule, prompted the Peloponnesian War.
